If I can download Kate Setup, I can download MS DLL too. I don't want to

MS DLL is included in Kate-setup-16.04.2-KF5.23-64bit.exe. It would be better
to firstly test if MS DLL is already installed and if not, download and install

Can you try http://download.kde.org/unstable/kate/ again? The version is older,
but in fact the code is newer.
