I can confirm: 
Insert space act differently from timeline right click vs. menu timeline/space.

- Menu timeline/space acts always where the playhead is and on mouse selected
track. 

- Timeline right-click space doesn't react even if you prior select a clip(s)
or a track with the mouse.
