I gpg can't decrypt it on the commandline then there is nothing KGpg can do
about it. Please double-check if you have the private key on the newer machine.

Failed to decrypt. I believe I know what the issue may be. When the key was
imported (into the arch machine 19.12.1) it never prompted for the passphrase
used. Every time I am trying to decrypt

The interesting information is the version of gpg on both machines.
Also test this from the commandline
cat encrypted_file | gpg --decrypt
Does that work?
