No, it's the default folders as installed by the openSUSE Tumbleweed packages.

identity is not stored in akonadi.
Do you use a specific kde folder or other ?.
do you compile it by hand etc... ?

I tested it in KMail 5.9.1 now and it's still not shown after creation.
I'm using the Postgres backend, if that's of any use.
