and to be clear, did Konsole actually crash? I just get error message and
nothing shows up in the download dialog.

That file should be installed by your distro's package installer.

SOLVED UPDATE:
In case someone reads this and the bug hasn't been resolved.
1) Go to $HOME/.config/
2) Create a file named konsole.knsrc
3) Inside the konsole.knsrc file copy and paste this:
[KNewStuff3]
