When a new transparent layer is created above a jpg image, the color picker
doesn't work properly until the entire transparent layer is selected and
cleared out via the delete key.

Steps to Reproduce:
Steps for reproducing bug:
1. Open .jpg file (color space doesn't seem to matter)
2. Create new layer (transparent). Select the new layer.
3. Color picker tool is set to "Sample All Visible Layers", and "Update Current
Color" is checked.
4. BUG: Attempting to pick a color from the underlying jpg while the
transparent layer is selected does not result in any color selection. This
occurs both in the color picker tool and when using ctrl+left click in the
brush tool.
5. Work around: in the transparent new layer, select all and hit delete. Then
the color picker works as expected. 

Perhaps some default property of a newly created transparent layer is
preventing the color picker from working, and the property is getting reset
upon deletion???

Actual Results:  
The current color is not updated.

Expected Results:  
The color picker should have selected the color from the underlying layer
containing the jpg image.
