Basically, for some reason, the canvas will become stuck to the top of the screen, and moving the canvas scrollbars, or using the Move Tool, will not cause the canvas to move (technically it will, but it will immediately snap back to its previous position - notice the flashes of the canvas in a new updated position before returning to where it was in the video). I have seen this behaviour a couple of times in Krita 3.0 Beta (AppImage), and as far as I can tell it has happened randomly. I haven't hunted down a tried and proven method to reproduce this behaviour.
