First one is a forelock and it's top layer, since it's covering parts of the face, body and clothes. Second one is the rest of the hair, which is hanging behind the whole body, so it's placed at the bottom (not counting background layer). So there's no easy way to manipulate with these layers right now. If you want to move whole hair you need to manually select both layers and move them. If you want to transform them at the same time you need to create a group, put both of them there, transform them in the group and then put them back into their places. Also you'll need to set things like opacity and visibility individually for each layer. What I would like to see is an "Link" option in dropdown menu in Layers docker. It should be somewhat similar to grouping layers but while leaving them in their places. When highlighted, layer and all linked to it layers would be marked with an icon. When trying to move or apply transformation to one layer, you'll be manipulating with all linked to it layers at the same time.
