misplaced layout highlight

I don't know the right terms, I call the rectangle when you move a layer a
"layout highlight". 

Well, the layout layer is at wrong position when doing this (this is the most
boiled down procedure I could find, maybe there is a shorter one, IDK):

1. Paste an image, like e.g. this one:

2. Select transform tool (Ctrl + T)

3. Resize the layer, do not confirm with enter

4. Select move tool (T)

5. Move the layer.

>From now one, the "layout highlight" seems to be misplaced, like this:

When after step 3 we do confirm the transformation, it works fine, but there is
no indication I am supposed to do that.
