SUMMARY
I'm having 2 layouts, and they're configured to switch per application(System
settings > Input Devices > Keyboard > Layouts > Switching Policy is set to
Application). When screen is locked, it uses last used layout(layout of focused
application). I don't sure how it works in general, but I think kscreenlocker
should use it's own layout, so you can use the same key combination to unlock
it(without needing to check current layout and switching it each time).

STEPS TO REPRODUCE
1. Set System settings > Input Devices > Keyboard > Layouts > Switching Policy
to "Application"
2. Switch layout of the currently focused app
3. Lock the screen

OBSERVED RESULT
kscreenlocker uses layout from app

EXPECTED RESULT
layout should be the same and don't depend on what layout do you have outside
kscreenlocker
