No update yet. There are now tests for the Scheduler, but they aren't stable
enough and don't cover enough cases to safely work on this.

Own plans include a feature that will update the priority of repeating
Scheduler jobs, so that even in LOOP_INFINITE or LOOP_UNTIL state, other jobs
may schedule in-between when their target can be observed. This
