I just downloaded the file and played it with gst-play-1.0 on a debian testing
system. Can you try to download it first?

It still says command not found after installing gstreamer1.0-plugins-base-apps
The binary it gets is called /usr/bin/gst-play-1.0
But when running it:
pascal@pascal-x1:~$ gst-play-1.0
