When the fall apart effect is enabled, it also is used when the task switcher
disappears after use.
Reproducible: Always
Steps to Reproduce:
1. Enable fall apart effect
2. Use task switcher such that its overlay is shown
3. Select a window
Actual Results:
Fall apart effect is applied to the switcher.
Expected Results:
The effect should probably not be applied since a user will not expect it and
be distracted.
