This is an issue that occurs on my 13"/1080p laptop screen.

On KDE/X11, by default everything is at 1.0 scale. Setting -dpi=XX or
QT_SCALE_FACTOR in /etc/sddm.conf and .xprofile respectively correctly scales
everything in KDE and Qt5 apps by the amount requested (some apps dont work
with QT_SCALE_FACTOR correctly though).

On KDE/Wayland, the default is a mix of different scalings for different
things. The text and widgets inside of konsole, dolphin, and so forth appear
automatically scaled for some reason to ~1.5x the size they are on KDE/X11.
However, the size of the window decoration is still at the 1x scale. Since the
text in the window title is larger than the title bar height, parts of the text
are cut off. For a window with the title "kyle", "y"'s descender gets cut off
as it goes off the available space. I would attach a screenshot, but I'm not
sure if there's a way to do that in 5.8.5. Note that
QT_AUTO_SCREEN_SCALE_FACTOR was set to 0 automatically for me, and
QT_SCALE_FACTOR is unset. The system settings scale slider is set to 1.0 by
default.

Setting the scale slider to 1.5 in system settings makes everything correctly
sized with respect to each other. However I haven't found a way to force a 1x
scale that applies to all components.
