SUMMARY

The system freezes when displays are turned off then back on.

STEPS TO REPRODUCE
1. Allow KDE to turn off the screen using power management ( Energy Saving >
enable "Screen energy saving" )
2. Wait for the screen to turn off
3. Press a key to bring the screens back on

OBSERVED RESULT

The screens turn back on but I see the output of systemd with "reached
graphical target". The system is completely frozen and I can't even switch TTY.

EXPECTED RESULT

The screens should come back on and display the desktop.

Linux/KDE Plasma: Arch Linux

KDE Plasma Version: 5.17.1
KDE Frameworks Version: 5.63.0
Qt Version: 5.13.1

ADDITIONAL INFORMATION

I'm using two monitors with a radeon VII and the AMDGPU driver. 

It works as expected in Xorg, it's only kwin_wayland that's affected.

I've attached my journal from the previous boot, it looks like the crash may
actually happen when the screens turn off, not when they come back on.
