For me, this most often happens with Firefox and Telegram: when browsing and chatting, Telegram stays on top of Firefox, even though Firefox's window is active. This also happened with Dolphin and Gwenview: I was sorting photos, and Gwenview sometimes stayed on top of focused Dolphin. STEPS TO REPRODUCE 1. Open Firefox 2. Open Telegram (system window frame here) 3.
