I'm using neon unstable right now. I can reproduce the descrided behavior when
I use my main user account with the attached window rules. I'm unable to
reproduce using another user account with no window rule.

I imported your window rules, but still can't reproduce the bug. It will be
helpful to have WAYLAND_DEBUG log output. Can you run konsole with
WAYLAND_DEBUG=1 environment variable, maximize konsole and unmaximize
