In wayland
1. Open an application (Terminal)
2. Open f.ex. chrome/firefox (xwayland) and place window so it covers the other
application
3. Roll upp firefox
4. try to click in the other application, it won't receive input. Also, trying
to move the other window (win+mouse) makes the rolled up window fail.
It seems to be only in multimonitor environment, and at least not always on
main monitor.
There are other, probably related issues with stacking windows, specially
remote tools like xpra and exceed, but I don't have a good description of those
cases yet.

The issue has been there for many versions, maybe since start of kwin_wayland.
HARDWARE
Occurred on two different laptops, one Intel and one AMD.
