this is ubuntu 16.04 upgraded to ubuntu 18.04, then kubuntu-desktop installed,
then kubuntu backports ppa added and dist-upgraded.

legend, latte-dock -d showed stuff about the spotify snap I have running, once
I close spotify I can't trigger the issue.

unfortunately in my system, that issue doesnt appear.

right now it's set to AlwaysVisible and there is no problem, it works fine, it
doesn't lower of course, as it's always visible.
When I set it to DodgeActive there is a problem. After it has been lowered for
