Okay, I installed neon-settings-2 and uninstalled kubuntu-desktop, and my
system still boots and works like normal.

Ah yes, after installing neon-settings-2 then doing another pkcon
refresh+update, I see:
$ sudo pkcon update

You are missing the file
/etc/apt/preferences.d/50-kcoreaddons
which comes from the package
neon-settings-2
do you have that package installed?
