SUMMARY
This bug report is result of discussion on this forum. It is confirmed by other
peoples:

Recently updated Neon by "sudo aptitude dist-upgrade" and after reboot,
plasma-pa widget can't find any input / output devices (see attached
screenshot). Sounds works everywhere, can't change volume by keyboard shortcut
but can with this command:
pactl set-sink-volume 0 90%
KMix also works perfectly fine

Linux/KDE Plasma: Neon
