STEPS TO REPRODUCE
1. Right-click on Kickoff
2. Show Alternatives...
3. Choose Application Dashboard
OBSERVED RESULT
Application Dashboard is added to the end of the panel
EXPECTED RESULT
Application Dashboard replaces Kickoff in the same location
Probably fallout from the Panel refactor.
