weird border appearing above the configurer of panel in edit mode

SUMMARY
I'm using fractional scaling 125% on wayland. When i change the panel's size,
if the panel size is 42,46,50 or any number that is in 2(n+1) where n is whole
number, This weird border above panel appears.

This border apears above the configure part when it is in edit mode. ( Look at
the attachment)

It even flickers above the haruna.


STEPS TO REPRODUCE
1. Change the panel size


OBSERVED RESULT
Panel has a weird border above it, when size is in 2(n+1) where n is a whole
number

EXPECTED RESULT
Panel doesn't have that weird border above it in some sizes
