When i change the panel's size, if the panel size is 42,46,50 or any number that is in 2(n+1) where n is whole number, This weird border above panel appears. This border apears above the configure part when it is in edit mode. ( Look at the attachment) It even flickers above the haruna. STEPS TO REPRODUCE 1.
