STEPS TO REPRODUCE
1. have stuck download in app like discover
2. Get app menu to close app
3. Don't close app fully
4. no way to forcibly stop an app
OBSERVED RESULT
app refuses to stop downloads no way to cancle downloads or force app to close
and stop downloads
EXPECTED RESULT
app to close and stuck downloads to quit
