STEPS TO REPRODUCE
1. Start System Settings app.
2. Press Shift+Tab.
3. Press Return or Space to activate selected hamburger menu.
OBSERVED RESULT
Hamburger menu isn't activated (it's not dropdowns), pressing Up/Down arrows
scrolls left sidebar - but doesn't selects any item in it
