STEPS TO REPRODUCE
1. open Dolphin
2. open Shortcuts KCM
3. search for "Create folder"
4. set "Create folder" shortcut to F10
5. apply the change
6. go back to Dolphin and test F10 shortcut: nothing happens
7. restart Dolphin
8. test F10 shortcut: now the shortcut works
OBSERVED RESULT
Custom shortcut to create a folder does not work until Dolphin is restarted

Custom shortcut to create a folder works immediately, without restarting
Dolphin
