You can ask your distro to either fix PackageKit or to create an alternative.
SUSE has YaST2/sw_source.desktop for the exact same reasons.

IIRC, it was because of bugs, code complexity, and lack of user demand given
alternative GUI methods of configuring repos in most distros.
