SUMMARY
In Plasma Wayland sessions, the "Focus stealing prevention" Window Rule does
not have any effect
STEPS TO REPRODUCE
1. In a Wayland session, add the Window Rule "Focus stealing prevention: Force
Extreme" to any GUI application A
2. Have at least one other window open
3. Open application A
OBSERVED RESULT
Application A opens in front of all other windows and steals the user's focus.
EXPECTED RESULT
Application A opens behind all other windows without stealing the user's focus.

ADDITIONAL INFORMATION
In Plasma X11 sessions, focus stealing prevention works as expected.
