Applications are minimized and Windows decorations disappear after monitor
turned off.
After turning back on the monitor the running applications show only in the
task bar, but they cannot be shown on the desktop screen
Newly started applications show on the desktop but they do not have decorations
(title bar, etc) whether they are KDE or Gnome applications.
Running
"KWIN_EXPLICIT_SYNC=0 kwin_x11 --replace"
restores the decoration and application can be shown on the desktop but they
appear in a very minimized state Title bar and bottom bar.
