this is still relevant.
some kconfigxt files don't set the kcfgfile element.
to name a few:
mailcommon/src/settings/mailcommon.kcfg
kdepim-runtime/agents/newmailnotifier/newmailnotifieragentsettings.kcfg

This patch changes the xsd so such files will validate.
