In my opinion, your poudriere repo is broken. I had the same issue around a
month ago in one of mine.

This is really strange. devel/gettext-runtime ever has been in the repo. I
confirm the file is present in repo .latest/All

Please make sure you have the gettext-runtime package present in your
poudriere-repo then (you could force rebuild it).

I was a Poudriere build with an updated ports tree.
