As promised a draft for a mantis/issue tracking policy/guideline. Its a bit
wordy, I am afraid. If you can't read it all, then perhaps have a look at the
workflow diagram. I hope you care to read it and comment. The point is not to
get facist about this, but rather to try and use Mantis
