Looks like the crash may be related to kleopatra expecting gpg-agent to be
running (and not gracefully handling the case when it is not).
fedora automatically starts gpg-agent in kde sessions, but

Reporter, to test, try:
$ source /etc/kde/env/gpg-agent-startup.sh
$ kleopatra
does it work better?
(and when done, optionally cleanup with:
$/etc/kde/shutdown/gpg-agent-shutdown.sh
