Both this and #179552 have been solved by upgrading libgpgme11 from 1.1.6
(debian lenny) to 1.1.8 (sid).
The notable thing in the changelog is that the previous version was lacking

Confirmed this way:
1. Try to fetch mail for an account; keep kmail from accessing the wallet (e.g.
by not opening a password protected wallet);
2. The user/pass prompt appears, cancel it
