It is not a bug.
In Kmail configuration for date format, personalized format was selected with
no pattern.
Using regular date format solves the problem.

What is weirder, is that another user on the same machine does see the date

Also, the date field in mail headers in empty too.
When I look at the message source (View -> View source) the date is present.
