After deleting two Local Folders, if Akonadi server is stopped and then
restarted then Local Folders status becomes offline.
While offline no email will be received.

Reproducible: Didn't try

Steps to Reproduce:
- Launch Kmail
- Delete two Local Folders
- A new one is automatically created 
- Go to menu K/Akonadi configuration
- In the Akonadi Server Configuration click on 'Stop'
- Then click on 'Start'
- Go back to Settings menu/Configure Kmail - Accounts

Actual Results:  
The Local Folders is now offline and the only way to restart it is to delete it
and let the computer create a new one.
Only them can emails be sent again.

Expected Results:  
I am not actually sure of what should happen here.

Getting the Local Folders as offline kept me from properly testing today since
I could not send emails anymore.

At the moment the best that I have is emails are received but are stored in the
wrong folder and sometimes not at all.
