I finally hit the problem again.
- folders of IMAP account (don't have POP3, so I cannot test it also for POP3,
but it is probably related with PUSH)
- navigate on folder with all messages read
- right-click on

Today I've recreated whole KDE setup (removed .kde folder) and now it is
working, "Mark All Mails as Read" is available, clickable and it works.
Therefore I/m able to reproduce the problem.
