Kea binds to link local IP and "All_DHCP_Relay_Agents_and_Servers
address" (FF02::1:2) but not to site local IP and "All_DHCP_Servers
address" (FF05::1:3).

The dhcp server is behind an IPv6 dhcp relay. kea-dhcp6 simply ignores
"eth0/fd00::100". If no IPv6 address is given, kea binds to link-local
and all-dhcp-servers. None of these make sense for the relay to forward
to. Is this a bug or a feature?
