You can try kea-dhcp4 -t and kea-dhcp4 -T
both of which test the configuration for issues. Beyond that, you'll
have to look at the logs. It will give some error there. Probably
right here: /var/log/kea/dhcp4.log unless it couldn't get far enough
to start logging to that file. Then y
