c9s does have the kernel-tools spec inherited from fedora but we don't use
it/package it either in c9s or rhel.

not really, because while eln and rhel still uses the not standalone kernel-
tools, ark should have it later when we fork for rhel

Wait a minute... kernel-tools is built stand-alone in Fedora. I was just
looking at the cs9 kernel spec and not finding it, and that's because it's in
kernel-tools.

CONFIG_ACPI_AGDI enables the ARM Generic Diagnostic Dump and Reset
Interface, which by it's very name is ARM specific.
Move the ark entry to an aarch64 specific entry, and then combine the
fedora and ark entries to a common entry.
