Add Adrien Thierry, Andrew Halaney, Brian Masney and Eric Chanude as the
focal point for Qualcomm+ARM drivers. This is part of the automotive

I expect once MR above you mention is merged to documentation tree, Prarit
will later sync with ark and you then don't need this MR for kernel-ark,
