That should probably be fixed, and we do need the .0 in both places. It is
fairly useless in the rawhide case, but that last digit has meaning in stable
releases.

The comparison in the test for the release tags doesn't seem to valid AFAICT.
The last entry of the changelog doesn't match the last tag in the kernel
anymore.

Changelog file was renamed to kernel.changelog-9.99, other than that, why is
the test no longer valid?
