I believe that this change fixes the non-build of uki packages, but I'm going
to wait until trying this MR against the os-build-rt branch to say it works
with RT

This doesn't look right. If you build multiple kernel variants (and of those
is -rt), then this disables efiuki for all variants, not just for -rt.
