I have exactly the same problem with Lubuntu 13.10, 64 bit.
When i copy a big file from hard drive to USB stick, the system gets
laggy and iotop shows that kswapd0 periodically eats 99.9% of IO.

Turns out the problem was a line in rc.local where I was forcing the GPU
into low power mode:

Took out the kernel parameters and ran in single user but didn't catch
that. Leaving radeon dpm on auto or setting it to high won'
SRSI Support was added to the upstream kernel in November 2013. The
Ubuntu Trusty kernels got this support for 'free'.

System has booted with Numlock state off and LED is off too. But, when i switch
to virtual terminal by ctrl+alt+F2, i got the same problem: Num lock state is
on, but LED
It looks like linux-image-3.13.0-35-generic (3.13.0-35.62) contains the
fixes for this bug.
I've done some initial testing and it seems to work for me after a few
suspend/resume cycles.
The changelog says that it includes LP: #1347088 (Linux 3.13.11.5). The
