I was able to use this test kernel and run our memory stress test
application on it. I was able to balloon it up from its startup memory
to 3.5GB. Looks like the test kernel works okay. No errors on our stress
tests, no unexpected messages in the syslog.

I think the bug is out of issue, I just reinstalled the system. Completely.
The computer had dual boot with windows 10.
I suspect that, somehow the nvidia card remembered settings from the windows
and/or it messes up in the bios therefore the linux cannot handle it properly.

I did one more test on Trusty today, running 3.13.0-57-generic kernel.
Installing keyutils (no other hacks needed), makes the keys turn
permanent (which serves as a workaround but leads to problems because of
the cache getting full).
Without keyutils, the keys do NOT get renewed as they should.

You are correct, the networked kernel dumping mechanism was introduced
in Utopic Unicorn (14.10). Being a major functionality upgrade, it
cannot be backported to the stable release as it would go against SRU
rules.
What I can offer is to request for a backport of the version in Vivid
Turned out to be not a kernel bug. Scanmem assumed that nothing
can/should be loaded into the gap between .text and .rodata of the
executable. This turned out to be wrong. So scanmem fixed this with PR
124 (https://github.com/scanmem/scanmem/pull/124)
