for us the problem is not solved ... all Kernel Versions for Trusty and Xenial
since 4.4.0-31-generic are affected ... 4.4.0-54 also.
Through the report here and Bug #1604396 i tested some mainline kernel ...

I do agree that the values used for NFS are quite low.
The best approach for this would be to add parameters to
/etc/default/kdump and set them to the default values which would be :
NFS_TIMEO = 600
NFS_RETRANS = 3
Would that be acceptable to you ?
