Same issue here on Ryzen 5 1600 + Gigabyte AB350M Gaming 3 when fresh-
installing Kubuntu 17.10. Shouldn't the importance of this issue be at
least "High"? What can be worse than if you can't even install the OS on
your PC? In the meantime as a workaround, Fedora 26 seems to work fine.

This is because USB3 and USB-C ports in TB16 are connected to different
controllers. See my lshw output here -

Ohh okay, thanks for this advise I will order an adapter and try it out.
This seems to verify that the problem exists somewhere in the usb3
controller/driver (ASM1042A) in the TB16 and not in the Ethernet
controller/driver itself.

I followed your advice and bought an inexpensive USB3 1gbit ethernet
adapter and noticed the same drops and corruptions as the built-in
ethernet port. However, when I plug it in the USB-C port of the dock
(using a little USB3 to USB-C cable), everything seems to work
correctly.

Potential memory corruption with capi
Just to state that also affected me, seen many different bug reports (in
different distros) and the general proposed solution is to upgrade BIOS.
I already upgrade my BIOS and still facing the same issue.

I have the same laptop but after ubuntu installation, its battery backup
