I did not select option for "poor CPU performance" during install. I
also previously disabled "ondemand" service after finding that Ubuntu
12.04 LTS had non-performance mode by default. After upgrade to Ubuntu
16.04 LTS (via Ubuntu 14.04 LTS) my CPU has been silently turned to non-
performance mode

Dell's XPS 9550.
In this case the touchpad being used as reported by "cat
/proc/bus/input/devices" is: DLL06E4:01 06CB:7A13 Touchpad

I confirm (1) and (2) as well.
3) Microphone jack works on Windows but not on Linux (also disables
internal mic, which is the expected behavior I suppose - just like
headphones disable internal speakers).

4.13 kernel may break something like proprietary video drivers.
In such cases I usually build a DKMS deb against the current Ubuntu kernel

That will be a smooth testing and will give a temorary fix for the
