I have a HP 14-r012la Notebook PC with the same BIOS problem..
It has installed Xubuntu 17.10 (x64) and I can't change any
configuration in the BIOS nor boot any USB drive.
I have tried installing ukuu kernel software and tested some kernels to
see if they can solve the problem: 4
How to install 4.14.9? sorry i found that i installed
4.14.0-041400-generic , and want to try your fix maybe it will work with
DELL Inspiron 5551

I have an HP Pavilion dv4, and it happened to me last month. Nov / 2017

If you are able to boot from cd and install Ubuntu 16.04
