Same thing here – Thinkpad X240 (Intel graphics and SSD). Should we create a

In my case it is somehow correlated with ethernet. I can reproduce it in this
way:
1. No WiFi connection only ethernet connection.
2. Suspend two times, after third time laptop won't suspend and ethernet stops
This saved my life. Followed the instructions in below link to reset the BIOS
and things worked fine thereafter to load Ubuntu

I've not experienced connectivity problems after resuming from suspend

I've been running Ubuntu 18.04 for a while now on this machine, so I do not
know whether 16.04 would work, it certainly didn't work at all when I filed
this bugreport.
I would suggest that if anyone else runs into this issue they should upgrade to
18.04 or 18.10.
